Just out of interest, what happens if someone donates below the £0.20 fee threshold on paypal or the 15p threshold on Google checkout?

PayPal just will eat whatever amount you get if it's less than the free and you'll get 0.00.
Don't know about Google Checkout. You would have to check that.

Do you reckon it would be a good feature to not accept anything below the fee margin for each checkout system, but allow free checkout since no card has to be charged?
Saves just making paypal/gc some money :)

Sure .. you can simply set the minimum price in the Admin by going to Admin > Edit Products and enter 0.40 USD or something.
