Is there a way to do a free shipping promotion with a coupon code? I do the regular 10 and 20% off codes, but obviously depending on what is ordered the shipping rate would change. Is there a way to offer a free shipping code?

Sure, you can create a code for 100% free shipping in Admin > Cart Discounts.

Buttons grayed out to apply the discount amount to items or shipping... the two drop-downs by the total can't be selected... is there something I need to change?

That indicates you have selected a specific product for the discount. Product-specific discounts can only alter the per-unit price of that item, so that disables the menus to select a percentage-based discount or apply the discount to the item total or shipping. Only discounts configured for All Cart Items can discount shipping.
