3103 accepted account authorize cart click customer finally fix message net order page placed problem received shopping transaction url

I am having what I hope is a small problem. I finally got the shopping cart up and my first customer placed an order and I received this message "3103 This transaction cannot be accepted. << Click here to go back". This is the url page "https://www.e-junkie.com/ecom/ppdirect.php" that the message is on.

This is something Authorize.Net will have to fix in your account.
