I need to know how to set it up so that a package of 1 to 4 packs of product in a single envelope is 5.35 domestic and 11.50 international. The only way I see to do it is set a price per ounce and that don't work if they order just one pack, then it charges them 1.35 or something for shipping. So to answer the question, I want to ship from 1 to 4 units per package and that cost is flat rate, 5.35 us and 11.50 all other. Let me know how to do this please. Thank you.

It can be easily achieved with price per ounce. In your product configuration in E-junkie Seller Admin, set the product weight to 0, packaging to small box and capacity to 4

In E-junkie Seller Admin > Shipping Settings, set the weight of small box to 1, price to 0 and then set the domestic cost per ounce to 5.35 and international to 11.50.
