affiliate allowed area besides chargebacks contains covering guaranteed information login merchants page payment site transactions

Are merchants allowed to do chargebacks on affiliate transactions? Where is the information covering this area on the site? The affiliate login page pretty much contains nothing besides that we are not guaranteed payment :(
