Shipping Not Showing in Cart

I'm trying to set up a "case c" (according to the Help page description) shipping scenario. I use Priority Mail, so up to a certain quantity of products will cost $4.60, then more will continue to bump the price along.

I set up shipping options to have a large envelope cost $4.60 at weight 0. Then on each product page I set only the capacity up to that certain quantity, and left the weight at 0. I'm pretty sure that I've followed the directions from the Help page, but maybe not?

When I test the cart (uploaded test page to my site), nothing appears for shipping charges. What am I doing wrong?
