I am concerned that Paypal is not clear enough about the billing address as opposed to a shipping address. Many of our products will require both as they are gifts. How can this be more clearly expressed to the customer? You see it processes and then there is an option to change the shipping address which automatically GETS FILLED AS THE BILLING ADDRESS Until it is changed.

That's something which we don't have any control on. You'll have to contact PayPal support about that
