103 authorize configuration contact credit error filling fix info net order pay processed selecting submitting transaction users

Users see the error after selecting "Pay with credit card", filling out the info and submitting the order. The error is #103 - it says "the transaction cannot be processed." So i guess that means its authorize.net...?
