Error message indicating that the file size is zero

We've had two customers run into trouble when trying to download PDFs of issues, where they see an error message indicating that the file size is 0:
"I'm having no success in downloading this - I click on save, but the file shows a size of zero, and Acrobat refuses to open on the grounds that it's an unsupported file. Any suggestions?"

and again for one file out of a six-file package download:

"I was unable to download a valid version of V13 N4 (the file I received was empty, i.e. zero bytes in length) and now I am receiving the following message:
This download link has expired. Please contact the seller at XXX@YYY.com with the following information:

Transaction ID: 477472718C4673701"

Any idea how we can fix this?

Please make sure that you have uploaded a valid PDF file for this product.

You can confirm that by going to Admin > Edit Product. There you will be able to see the name and size of the uploaded file for the product.
