Paypal Account Creation

Some samples of the eJunkie websites using paypal (if all cookies are clear) go to the checkout page where it asks you to fill out your information and create password to create a new paypal account...and some asks you to do the same thing but without the password information. How are these settings adjusted?

I happened to answer my own question.
Paypal has a setting "Paypal Account Optional" that you can turn on/off.
