I'm trying to set up different shipping costs for each range of the item total (free shipping for $1-27.99, $6.30 shipping for $28-55.99, $9.10 shipping for $56-83.99, $11.20 shipping for $84-200.99, and $14 shopping for $201 and up), and have created discounts for 100%, 55%, 35%, 20%, and 0% for each of the respective shipping costs, setting the handling fee at $14.

When I try testing the shopping cart, no matter what the item total, the shipping cost defaults to $14 (the maximum), without automatically applying the discount.

I've made sure to have left the discount code fields blank in the discount settings panel so that the discounts will be applied automatically.

I feel like I've followed all the directions carefully, as delineated here (http://www.e-junkie.com/ej/help.shipping.php, under Case C).
What could be preventing the discounts from being applied?
