appears charge create customer customers especially integration items junkie mail max ordering pay priority quantity scott shipping usps

I know that E Junkie uses USPS (it appears Priority Mail Integration) for shipping, but is there way to create a MAX shipping charge to the customer?

For ex).....The most I'd like to have my customers pay is $30 for shipping, especially if they are ordering a large quantity of items.

Please let me know if there is a way to do this.......thanks!
