Shipping rates based on dollar amount of order

My product sells for $2 apiece (still trying to figure out how to make the minimum of 2 appear in cart), but I am having troubles allocating shipping rates to a specific dollar amount. The maximum amount of shipping is $20 and I have calculated the percentage discount of each figure to the max ($1.50 is 7.5% of $20.00 so a discount of 92.5% applies).
Each increment of product order adds another $18.50 to cost of order.
Any help?
Here are the figures.

Dollar amount order Shipping
$4 $1.50
$6-10 $1.75
$12-20 $2.50
$22-30 $3.50
$32-40 $4.00
$42-100 $6.00
$102-200 $8.00
$202-1000 $12.50
$1002-2000 $20.00

I'll assume you've already seen the "order amount based shipping" on this page:
http://www.e-junkie.com/ej/help.shipping.php

After following those setup instructions, make sure all your product and package weights are set to 0.00 and, for good measure, also delete your zipcode from your Seller Admin > Cart Shipping Settings (and be sure to Submit changes there), which will disable our standard USPS shipping calculation.

Unfortunately, there is no way to force a minimum quantity of 2, nor to "pre-fill" the quantity as 2. Perhaps you could simply sell your products in 2-packs?

I did all of that and end up with negative totals of $22 for one product, then ordering 2 products = -$13. For some reason my discounts are not being applied as they should be.

Here's is what I have inputted (after having no zip code entered, and having '0' quantities for both product & package rates):
92% discount applied to shipping
minimum order = 4.0
max use count = 0
discount expires in 2020
hit submit and then when totaled on my website an order for 2 tags = -$13??

What did I do wrong?

Did you make sure to choose "apply discount to shipping" in the dropdown instead of "apply discount to order?" I made the same mistake at first. It automatically applies the discount to the order if you don't change it.
