Making VAT exempt for valid VAT numbers

Having the ability to charge VAT is great, but what about customers from the EU that have VAT numbers? These need to be exempt. Of course the validity of the numbers need checking. That's probably not automateable, but a manual process would be fine for that.

Since we have no automated method to validate VAT numbers, we can only suggest charging VAT on all buyers under the presumption that most/all would be end consumers, and offer to manually refund any VAT charged to a buyer who contacts you with their VAT number after paying for their order.
