Another shipping calulation question

I have an item on my website (4 Pack Travel Bug specifically) that I cannot figure out how it is calculating the shipping after the customer places more than 2 of these in the shopping cart. The shipping costs actually go down!

Details:

Weight: 6 oz
Packaging: Large Box ($1.50 & 2 oz)
Packing Capacity: 99

Handling: $3

1 x 4 Pack Travel Bug: $2.36 (6 oz + 2 oz) + $1.50 + $3.00 = 6.86 (same as shopping cart, USPS 1st class rate)
2 x 4 Pack Travel Bug: $4.80 (12 oz + 2 oz) + $1.50 + $3.00 = $9.30 (same as shopping cart, USPS Priority rate)
3 x 4 Pack Travel Bug: $6.80 (18 ox + 2 oz) + $1.50 + $3.00 = $11.30 (shopping cart says $9.04, USPS Priority??)

4+ x 4 Pack Travel Bug: Same.... $9.04

Can anyone explain this to me? I would be very grateful. It just seems that more items should calculate for more shipping unless a flat rate is coming into play somehow.......

Go into your Seller Admin > Edit Cart Discounts and look for a shipping-related discount in the dropdown menu there -- note there is a scrollbar in the menu to see more saved discount settings than what's apparent at first glance.

Thanks for your help. Looks like I had an old shipping discount that I created a long time ago before I reformatted my shipping settings to their current state.
