I read the Technical Overview from Paypal for Instant Payment Notification and I got the Spec sheets from the Phone Card Co. I am also a suscriber to E-junkie, I am asking if It's still missing pieces for the Puzzle to sell Phone cards on the web unactivated and the activation should be done after payment is confirmed by Paypal.

You should not need to follow any instructions from PayPal, as those are designed for using their cart and purchase buttons.
