Why is it showing the wrong shipping price?

here's a head-scratcher for you....
When someone buys the IR thermometer from my site, the e-junkie cart shows the correct price ($33.95) and the correct shipping (8.51, which consists of $7.50 shipping, 1c for box and $1 handling charge).

HOWEVER.. when the buyer choose PayPal checkout, the shipping is changed to $7.21 and there a mysterious $3.94 handling charge that thrown in to the mix. I have no clue where that's coming from or why the shipping is changing.
In the end, the customer is being charge more than what the e-junkie cart showed when they were still on my site... ($45.11 v. $42.46)

Other items also have the $3.95 charge (which PayPal calls shipping, see below), but do not change the actual shipping.

Any ideas? I am clueless...

Please make sure that you don't have any shipping settings in your PayPal profile and also that the box which says "override profile based shipping settings" in your PayPal Profile > Website Payment Preferences, is checked.
