Paying affiliates - paypal e-mail

Hi,
I did some searching in this forum but wasn't able to find the answer. When an affiliate signs up, your site asks for their pay pal e-mail. (I understand how the payment to them is processed is up to me.) If I want to pay them via Pay Pal, do they need to have an actual account prior to me doing my payment to them?

Could you tell me if I understand this correctly? If someone doesn't have a Pay Pal account, they could do the following:

When they sign-up to become an affiliate, they could use their e-mail address, and once I process their payment via e-mail they'd receive notification from Pay Pal. At that point Pay Pal would include a link where they'd create a Pay Pal account.

I hope that kinda makes sense. Thanks for the confirmation / clairification.
Dave
