Get cart values from the site script

Is there a way to communicate with the cart "backwords", for example, i have a form for each product and there is shipping price field which is added only once for all products, now the problem is that I can not check if the cart was emptied, so if user after emtiing the cart will add new product again, shipping price should be added also.

Can values be passed from cart to the site back via post or get or other method?

Does anyone knows how can i check in my site script if the cart is empty?

Sorry, we don't quite follow what you mean? We don't have any ready method for scripting in your page to determine if the cart is empty, but you might be able to figure something out based on our mini-cart status display (although even this is an unofficial hack):

If you're using our cart's built-in Shipping calculation, that will figure the Shipping fee automatically based on whatever items the buyer actually has in their cart at any given moment -- i.e., it will not retain any shipping added for items which the buyer has removed from their cart order:
