I'm in the US and I've had several buyers from within Europe (and likely other countries) tell me they can't enter a non US address when checking out, so they either end up having to paypal me directly or enter a US address then supply their real address in the notes section. I've checked both EJ and PP and cannot find any reason why they would not be allowed to use a foreign address when checking out. I have allowed 'all countries' in both EJ and PP so there are no obvious restrictions shipping destinations. I am not using paypal pro payments, just standard paypal checkout through EJ.

We were unable to reproduce the problem you described. Could you be more specific perhaps about exactly which countries were not selectable, and whether this was in the cart itself or during checkout on PayPal's site? Or maybe they can select their country and then they get some error? Maybe you have payments blocked if they're not from a Confirmed address in PayPal, or something like that?
