I want to be able to make sure that items don't get shipped by SwiftCD the "expensive" way for international shipments since customers don't pay directly for shipments.

You would need to determine that from SwiftCD's end, and maybe consider using our Shipping calculation feature to add shipping charges for int'l buyers.
