1-2 3-4 besides books countries country help order orders pay rule rules separately sets shipping single states united

Hi there, I'm trying to make it so if someone outside of the United States orders 1-2 books they pay $8 in shipping, 3-4 books they pay $15 in shipping and 5+ books they pay $20 in shipping.

I was trying to make a rule for this but it looks like in order to achieve this I would have to make the same rule for every single country besides the United States? Is this true or is there an easier way to do this? Thanks for any help!

You can make rules for "All Countries" and then make rules for US separately. That, way you just need two sets of rules.
