I have a single product I sell and want to offer free domestic shipping and a discount for int'l shipping (based off of USPS calculations). I have searched the forum and found a few posts that may help me, but I cannot find anywhere to enter Domestic rates and Int'l rates as suggested in most posts. All posts point to Cart Shipping Settings under Admin, however, I do not have these rate options. Help please.
