I just had a customer write to me about an hour ago to say that authorisation on their credit card kept failing, so they couldn't make a purchase. I suggested they try my ClickBank billing page instead and that worked. Are there any problems this evening or some reason why his card wouldn't be authorised through PayPal but worked fine through ClickBank? No recent issues with PayPal that we've been informed of. I think if the buyer went to a PayPal checkout and, instead of logging into PayPal, if they provided a credit card that was already associated with a PayPal account, then in that case PayPal would insist they either log into that account or provide a different card.
