I just did a test purchase and had a couple problems. The PDF stamping did not work. I did not put any security on the PDF so I know that's not an issue.

Also, I was able to download the PDF 5 times. The limit was set to 5 attempts but I thought that after one successful download, all other attempts would be disabled. Am I wrong?

Any suggestions would be appreciated.

Regarding the number of download attempts allowed, there's no way to tell if a single attempt resulted in a complete download. Thus we cannot disable any remaining attempts. If you allow five attempts, that can mean up to five successful downloads.

Keep in mind that once someone has downloaded your file, they don't need to download it again to get another copy.
