Is there a way to wholly turn off the shopping cart system if I go on vacation. Maybe some sort of vacation mode setting?

Also can we change the text form "Out of Stock" to something else when the user uses the shopping cart.

You can temporarily close your online shop until a predetermined date. Go to Seller Admin > Account Preferences > "Make all items 'unavailable' for purchase until" the date and time you plan to return. If a buyer tries to Add to Cart any item from your shop, they will get a message saying, "This item is not available until" your chosen date and time. It is not possible to customize any popup messages like that which are generated by the cart.
