item/order level discount issue

Hi - I have been going through all the documentation & the forums. Thought I found a solution but does not seem to work. We sell a tangle product. We have a number of discounts that we have offered for events we have done promotions at. We also have discounts that we have done for existing customers via email & mailings. The problem I am running into is that in some cases they wind up using both an item discount and a cart discount (which we don't want them to do as it doubles up the discount). I have tried setting up item level discount set to zero that is the same as the order level discounts, but none of the combinations work -.i.e., they still get both discounts.
Here is an example - we have an item level discount code "fire" that gives them $5 off each item. We have a cart level discount "combo" that gives 20% off if they order more than $60. I tried setting up a "fire" cart level discount that is zero & a combo item level discount that is zero, but with everything I try, they still get $5 off plus 20% off.

Any way I can get this to work?

I've brought this to the attention of our Development team. Discount "overrides" used to work just as you describe, as I had tested previously myself; however, this doesn't seem to be the case now, so Development will need to look into it.
