If I'm from a country that does not have states or provinces (say Tonga) and I attempt to calculate shipping without having put anything in the state/province box it will force me to put something there like random characters. This seems a little bit inelegant?

We do by what standards say. If you register on PayPal's website, they'll ask you for a state for Tonga as well. Please feel free to contact me if you have any further questions.
