blocking cart countries dropdown fewer payment processor restrict sell shopping user

Is it possible to restrict the countries we will sell to? And if so, how does that look to the end user?

We can only restrict the countries in the shopping cart. Any other blocking will have to be done on payment processor's end.

For the end user: Fewer countries in the dropdown is all.
