I have now found the answer - Needed to add the countries using ctrl + enter in the list on the first page of the shipping too.

Any advice is appreciated.

I have set up the eJunkie cart, with payment through Paypal standard.

I have set various shipping costs, eg.
Rule#66018 for Great Britain £1.40 FLAT (1st class)
Rule#65930 for France £2.20 FLAT Airmail
etc

However, when adding to cart, and viewing cart, I only have the UK shipping option shown. I am in the UK - is that why, or should all options show?

I am not sure if the cart has a problem, or whether it is working as it should in only showing me shipping for UK.

The "Specify conditions..." part of Shipping Rule settings determine when the rule is applied to a buyer's cart. If you set up a country-specific rule, that rule would would only be applied to a cart when the buyer selects that country -- e.g., any rule(s) you set up for the UK would only apply to buyers who select UK in their cart, so rules for other countries would not be shown. You can also set up rules for All Countries which would apply to any of your chosen Shipping Destination countries that don't have a shipping rule of their own (effectively a "rest of the world" rule).
