Initially, I was selling dvds to US and International buyers and I was able to set flat rates for this.

Now, I am selling a product that weighs about an ounce or less. I need to charge lower flat rates than those I've set for dvds. I need to set two flat rates: $5 for US buyers and $15 for international buyers. How do I do this?

Setting up these new shipping rules is going to depend on how your current shipping rules are setup, you may need to delete your previous rules and setup a new group of rules. The best way to do this is for us to give you the steps to setup all of your shipping in one go, just giving you the steps to add a couple rules may not work the way you are looking. Can you please send us details about how you want to setup your shipping for all of your products? Include weights as well please.

This can be done via shipping rules. Typically, shipping rules apply to all products equally but you can also set them to pay attention to the weight value of an order. Doing so will allow you to use product weight to declare whether an order is for the less expensive pictures or the more expensive rates for all other items.

Follow these steps:

First set the weight values for all of your products as follows. Go to Seller Admin > View/Edit/Delete Products:
# Select an existing shippable product of yours and click Edit;
# On the first screen, if Shipping/Buyer's Address is not checked there, tick that box;
# Click Next until you reach the Shipping Options screen;
- Weight: For autographed pictures enter 0. For all other products enter 50.
- Package type: n/a, enter anything
- Capacity: n/a, enter anything
# Click Next until you can Submit to save settings;
# Repeat this for all your tangible goods;
# When adding new shippable products, remember to enable Shipping/Buyer's Address and to set the weight to 50 or 0 depending on which rate you want the item to ship by.

Next go to Seller Admin > Cart Shipping Settings and set up the following:
# Shipping Origin: select your country and enter your zipcode;
# Shipping Destinations: if you will only ship to certain countries, select them in the list, or otherwise select nothing for Worldwide shipping;
# Leave all other settings blank or 0.00;
# Click Next to save settings and proceed to the Shipping Rules screen.

In the Existing Shipping Rules menu, select and Delete any Rules you may have saved there.

Set up your first Shipping Rule for Domestic shipping on autographed pictures:
# Shipping Rate Calculator: Flat
# Shipping Amount: 5.00
# Country: Select United States;
# Set Min Weight to 0 and Max Weight to 49.00;
# Click Submit to save the Rule.

This rule will charge $5 shipping on any domestic order with a weight value of 49 ounces or less -- which can only be your autographed pictures at this point. And since the pictures have 0 weight an unlimited number could be ordered without breaking this rule.

For international orders of pictures:
# Shipping Rate Calculator: Flat
# Shipping Amount: 10.00
# Country: All Countries (i.e. the rest of your Shipping Destination countries);
# Set Min Weight to 0 and Max Weight to 49.00;
# Click Submit to save the Rule.

This rule will only apply to buyers outside the US, since the US has its own specific rule above. Just follow the same basic steps to set shipping for all other products, only this time we will set the minimum weight to 50.

# Shipping Rate Calculator: Flat
# Shipping Amount: 10.00
# Country: Select United States;
# Set Min Weight to 50.00 and Max Weight to 0 (no upper limit);
# Click Submit to save the Rule.

# Shipping Rate Calculator: Flat
# Shipping Amount: 20.00
# Country: Select All Countries;
# Set Min Weight to 50.00 and Max Weight to 0;
# Click Submit to save the Rule.

Once these four rules are entered you are done!
