Is it possible to add a shipping surcharge to orders outside of our state? We ship a product that needs to be refrigerated and farther shipping distances require more refrigerant, so we need to take that into account for orders outside of our state, otherwise we eat the cost of the extra packaging or we charge our local customers too much.

Unfortunately, E-junkie shopping cart can not handle that. You can however create a shipping discount code and instruct your local buyers to use that. It's not the best solution, but it will work.
