When I try testing the shopping cart, no matter what the item total, the shipping cost defaults to $14 (the maximum), without automatically applying the discount.

I've made sure to have left the discount code fields blank in the discount settings panel so that the discounts will be applied automatically.

I feel like I've followed all the directions carefully, as delineated here (http://www.e-junkie.com/ej/help.shipping.php, under Case C).
What could be preventing the discounts from being applied?]]>
