This may help, here is our plan:
Various organizations will pay a flat licensing fee for a limited number of downloads via discount codes which they distribute to their members who come to our cart to initiate the free download, this way we expand our customer data base. Hopefully, the freebies will be including purchases within the same transaction and the 100 limit is moot. But we are concerned that we might reach the 100 max freebies rather quickly and disappoint future customers and not get to collect their info.

Our site is offering a platform for eCommerce -- i.e., tendering and accepting payments online -- not for massive-scale free-download fulfillment. There is indeed "no bandwidth limit" for the actual eCommerce service we are offering and promoting on our site. I don't see how that's "misleading" if you wish to use our service for a non-commercial purpose we don't actually even offer or promote?
