To set a different flat-rate for a specific product, you would pick a specific packaging container type that would only be used for that product, set its Cost to your preferred flat-rate for that product. I am currently selling my products with a flat-rate shipping to anywhere in the world. This is simple and works well.

I am thinking of adding a new product line, but as it is heavier, it would be prohibitively expensive to ship it out of North America (nobody will pay $35 to ship a $10 product), so I am wanting to create a separate shipping fee for this product, and limit it's sale to only people in North America, whilst leaving my other products unchanged.
