Now, my final question:

After setting up the rules of the US and Canada, I tried to "purchase" a book from Sweden without a postal code, and it looks like it can be purchased without any shipping at all. Which has now brought be full circle. Oy!

So my question is: Is there a way to be sure the other countries are not able to purchase the book so I don't have to deal with tracking them down and asking them to pay the shipping?]]>

However, you don't appear to have any Shipping Rules configured for Sweden specifically nor for All Countries (you only have rules for US and Canada), so attempting to select Sweden with a valid postal code in your cart produces an -error- where the shipping amount should go.]]>

Except...

I was testing it with various addresses I know, and tried our friends from Sweden. They don't have a "zip code", so it didn't charge them any shipping whatsoever. Any ideas?

To add $2 handling to ALL orders, you would to to Admin > Shipping, set a Handling charge as 2.00 Flat, then click next to reach Shipping Rules. This will be applied to ALL orders, so you'll need to adjust your US Flat rate to "uncombine" the Handling from that rate.

Select the Rule for your US-only Flat rate, then click Delete to remove the Rule. Use the Shipping Rate Calculator drop down menu and choose Flat. Enter in the new amount of $10.95 and then leave the Description blank or call it something like "US Flat Rate". Then use the Country drop down to select the United States. After that click Submit to save the rule.]]>

I'm sure you are tired of people asking for help with shipping questions. So I apologize in advance. I simply cannot figure out how to set my shipping correctly, and just received an order from Canada which didn't charge any shipping.

Here is what I want. Can you please tell me how to accomplish it?

FYI: I am shipping from the US.

1. I would like all orders shipped to addresses in the US to be charged a flat fee of $12.95.

2. I would like orders to all other countries to calculate the shipping for THEIR CHOICE of shipping (whether they want media mail or priority or whatever). And I would like to add $2.00 to the total for the price of the packaging (a medium-sized envelope).

Please help.
