Is there a time delay between creating the affiliate program and being able to join it, perhaps?

Then I signed up "CJ" and "Jon", and things are not fine for either one of them. For both of them, the sign up seemed to go fine until I tried to GET AFFILIATE CODE. I can't do it for either person. The problem seems to be that my company is not showing in the SELECT MERCHANT drop down menu. In fact, nothing is showing there. It is blank. I tried to re-register them, but can't do that since they are already registered. I tried re-loading my company affiliate settings, but that did no good.
