If that doesn't fix it, then I would suggest removing the Handling charge, then delete the three Rules and set them up again with a Flat rate amount of 4.00. - Shipping Destinations: select your country;
- Leave all other settings blank or 0.00;
- Click Next to save settings and proceed to the Shipping Rules screen.

Shipping Rules screen:
- Select and Delete any Existing Shipping Rules listed in the menu there;
- Create a new Shipping Rule:
-- Shipping Calculation Method: Flat;
-- Flat Shipping Amount: 0.00;
-- Shipping Method Description: name of pickup location;
-- Click Submit to save the Rule;
-- Repeat these steps to create a Rule for your other locations.
- Click Back to Admin.
