2) Click next to go to the Shipping Rules page;
3) Use the Shipping Rate Calculator drop down to select Flat;
4) Enter in the Flat amount of 7.00;
5) Use the country drop down to select your country;
6) Leave Min. Item Total set as 0, but set Max. Item Total as 50.00;
7) Finally click Submit to save the shipping rule.

You will want to repeat this for your other shipping rules. I need to be able to set Domestic and International shipping by total cost of order, for example, orders up to $50 would be say $7 domestic, $12 international; up to $100 would be say $14 domestic, $19 international; orders over $100 would be free WITHIN the United States.
