......and I enter a country (drop down menu) and a proper postal code, and click "Update Cart", under shipping it says -error- I've recreated the shipping rule several times, no luck. It will not generate shipping for Express.

As an alternate test, I created a Priority shipping rule (temporarily I deleted the Express rule, so I could know for sure if this was working) for All Countries, and it calculated the postage just fine. I tried Parcel also, but that one generates the same error as the Express shipping does.

So, just wondering if there's a temporary outage on something, a bug, or am I doing something wrong that's not apparent?
