If this is to be a perpetual "all access key", you might want to set it up as a simple 100% Discount Code for All Cart Items. To cope with the likelihood of some buyers sharing the code with others, you might want to change the code every week or month and use our Newsletters/Updates service to email a new code to all previous buyers of the all-access product:

I am creating a resource center filled with many products. Customers can purchase every file individually or purchase a "key" to unlock all packages.

However, since this resource center will be updated very often, is there a way that I could create a coupon code to unlock all products individually for people who are purchasing the key?

For instance, if a create a product that sells for $5, but give a $5 coupon code to people who have purchased the key, will they have to go through paypal to download their product since the product will be free?
