If you could explain in detail how you want all of your shipping charges to work, we may be able to suggest an approach to set that up, or at least the closest approximation possible. This help page explains our shipping calculation settings:

One thing you might consider: instead of having the Pickup rule for Oregon buyers, just create a discount code that takes 100% off Shipping, then you could use cart customization to add a note to the cart telling buyers in Oregon or Portland to enter that code for free local delivery/pickup:

a. free shipping within oregon (that I was able to do by making a pickup rule for oregon zip codes)

b. add flat rate shipping to all non-oregon orders (something that can be done by setting a rule)

c. (the stumper, for me) I need the non-oregon orders to be sorted into appropriate shipping containers (of which I have three box sizes at different FLAT rates) and billed accordingly WHILE LEAVING THE OR FLAT RATE AT ZERO. It seems that I can either add a flat handling fee to everything (set per box size/weight) and set shipping rules to free, or I can make a flat rate rule that exempts OR residents (but doesn't take into account my different box sizes and shipping weights). I'll set my settings to straight USPS for now (since people are ordering), but I want to head back to this other set up.

I ship around the country but offer free delivery within the city of Portland, OR (multiple zip codes). Is there a way to allow customers within Portland to skip entering a zip to allow for a shipping calculation on zero?

On the topic, is there a way to fully run through the e-junkie purchasing process (like a customer) without having to buy anything? I'd like to be able to test this out through a customer's eyes.
