If you create a Shipping Rule for Country:United States with a Flat rate of 0.00, that would override any Rule(s) you create for Country:All Countries (which would cover all your Shipping Destination countries that don't have a Rule of their own). If you could explain how you want to calculate Int'l shipping, we'd be glad to provide more detailed instructions to set that up.]]>
