Thank you for clarifying how to set up the two rules. I have set them up and they seem to be working correctly, but another issue has appeared. If I choose the flat shipping rate and proceed to checkout with PayPal, the shipping rate is not carried over to the PayPal payment page. Is this a bug or am I missing a step in the process?

Any assistance is greatly appreciated.

If you create a Pickup rule for your state, that would override any other rules you have created for your country or All Countries, so you just need to create another rule for your state that duplicates the 2.25 flat rate rule. I have set up a flat shipping rate rule that is set to charge 2.25 fo each order. This is working fine, but I need the shipping fee to be optional for customers that want to pickup their orders. I have set up a shipping rule for pickup orders, but I am not sure how to apply two rules to each product.

Any assistance would be greatly appreciated.
