We are using PayPal to calculate our shipping/postage costs. All shipping in e-Junkie is set to 0 and we have unchecked "Allow transaction-based delivery settings to override profile settings" and set up different percentage rates for different currencies in PayPal "Postage Calculations" - 20% for UK, 30% for European currencies, 50% for the rest of the world.

In e-junkie cart a visitor is prompted to choose their country and enter zip/county info before checking out. However when you get through to PayPal - only 20% is ever charged for shipping/postage.
