When is Google Checkout order charged?

As soon as the order is placed, Google Checkout lets us know if the order can be charged and we send the "charge order" instruction to Google Checkout right away.

The only time we don't instruct Google Checkout to charge the order right away is when you have "Only Authoize Payment" setting enable in E-junkie Seller Admin > Payment Preferences.
