UPS Ground rates can only be obtained for US destinations, but any Rule for UPS Ground gets created as applicable to All Countries (this glitch will be fixed in the next version of Seller Admin). Since Rules for specific locations override Rules for more general locations, if you create any other Rules specific to United States, those would override any UPS Ground rule when the buyer is in the US. The workaround is to make all your Shipping Rules applicable to All Countries, and only US buyers would be offered a UPS Ground rate anyway.
