Agent Captain Hairy Seagoon is called in to restore British prestige abroad after a humiliating defeat to Hungary (at Soccer). Hairy is sent on a mission of sabotage, his only help is from an under-cover agent who can only be contacted using the secret whistling tune. Unfortunately Hairy can't whistle.
