affiliate anybody carts existing family members open opportunities program shopping sign-up suggestions url

I want to open "affiliate" opportunities to anybody...not just those of the e-junkie family. Any suggestions of a program to make that possible? The ones I know of are shopping carts, etc, and we know I don't need one of those :-)
