I noticed while using the new cart discount feature that I cannot enter a flat rate for shipping discounts -- only percentages. While I know that I can enter 100% to give a customer free shipping, it would also be great if I could enter a flat rate discount for shipping so that it won't exceed a certain dollar amount (for example, I'd like to offer a discount up to $3.99 so that US customers get free shipping, but international customers or those wanting faster shipping must pay for the difference).

Whenever I indicate an item discount, I can freely switch between % or a flat rate. However, the moment that I switch from Item to Shipping, it forces me to only use a percentage value.

Please let me know the status of this feature and if it will be changed or fixed in the near future. For now, the 100% discount is working okay, but eventually I know that someone will order from another country and I'll have to request additional shipping fees from them instead of just having my shopping cart take care of it.

Due to technical limitations on our end we can't have flat shipping discounts. Sorry!
